One of the confusing factors was hinged on allegations made against President Muhammadu Buhari and his Special Adviser for National Assembly Matters (Senate) Ita Enang that they conspired to steal the budget document from the Senate following the discovery of embarrassing appropriations.

However, the controversies surrounding the budget may have been laid to rest after the Senate today passed the 2016 budget.
