NITDA Takes Campaign To Office Of Accountant General, Others To Enhance IT Project Clearance

The National Information Technology Development Agency (NITDA) has taken its campaign to scrutinize IT projects of Federal Public Institutions to key government offices, including the Office of the Accountant General of the Federation, Office of the Auditor General of the Federation, and Bureau of Public Procurement.

During these visits, NITDA’s Director General presented the Reviewed IT Project Clearance Guidance Document, an updated framework designed to standardize the planning, funding, and execution of IT projects in line with national digital economy goals.

The document emphasizes cost-effectiveness, regulatory compliance, and transparency, reinforcing NITDA’s role as the clearing house for all government IT initiatives.

The Director General highlighted that many IT projects fail due to lack of design, consideration for business value proposition, and accountability. He emphasized the need for a more focused and intentional approach to IT project implementation to maintain Nigeria’s leading position in Africa.

According to him, the reviewed guideline proposes three steps for IT project implementation: Solution Design, Implementation, and Quality Assurance. Contractors will be required to get licensed and certified employees for these steps before government IT projects can be awarded to them. This aims to eliminate corruption, prevent duplication, and ensure that government IT initiatives are structured to create meaningful change.

In the area of collaboration and capacity building, the NITDA and the Bureau of Public Procurement (BPP) agreed to constitute a working committee to work out modalities for the realization of the intended plan and sign a Memorandum of Understanding on its implementation. The BPP Director General emphasized the need for standardizing IT project bidding documents and capacity building for government staff in IT cadre.

The collaboration between NITDA and other government agencies is expected to enhance service delivery, curb inefficiencies, and position Nigeria as a leader in technology-driven governance.

The Office of the Auditor General of the Federation and the Accountant General’s office have expressed support for the initiative, with the Auditor General promising to conduct a performance audit to assess the effectiveness of the policy.

NITDA’s campaign aims to ensure that IT projects are designed and implemented in a way that promotes interoperability, transparency, and accountability. By working together, these government agencies can eliminate corruption, prevent duplication, and create meaningful change in the public sector.
