{"id":75285,"date":"2023-08-25T11:37:01","date_gmt":"2023-08-25T10:37:01","guid":{"rendered":"https:\/\/nationalwire.com.ng\/?p=75285"},"modified":"2023-08-25T11:37:01","modified_gmt":"2023-08-25T10:37:01","slug":"nimasa-developing-nigerian-seafarers-through-cabotage-implementation","status":"publish","type":"post","link":"https:\/\/nationalwire.com.ng\/sub\/nimasa-developing-nigerian-seafarers-through-cabotage-implementation\/","title":{"rendered":"NIMASA Developing Nigerian Seafarers Through Cabotage Implementation"},"content":{"rendered":"<p>One of the cardinal principle of the Cabotage regime is the localization of manning vessels operating in Nigerian waters.<\/p>\n<p>To a considerable extent, NIMASA has ensured the placement of Nigerian seafarers on board Cabotage vessels in line with its placement function and the provisions of the Cabotage Act, 2003.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-63138 alignleft\" src=\"https:\/\/nationalwire.com.ng\/wp-content\/uploads\/2022\/07\/NIMASA.webp\" alt=\"\" width=\"500\" height=\"320\" srcset=\"https:\/\/nationalwire.com.ng\/sub\/wp-content\/uploads\/2022\/07\/NIMASA.webp 500w, https:\/\/nationalwire.com.ng\/sub\/wp-content\/uploads\/2022\/07\/NIMASA-300x192.webp 300w, https:\/\/nationalwire.com.ng\/sub\/wp-content\/uploads\/2022\/07\/NIMASA-110x70.webp 110w, https:\/\/nationalwire.com.ng\/sub\/wp-content\/uploads\/2022\/07\/NIMASA-420x269.webp 420w\" sizes=\"auto, (max-width: 500px) 100vw, 500px\" \/>Improving on this, Cabotage manning applications are now processed on the condition that all foreign crew especially Ratings on board vessels are to be replaced with Nigerian seafarers\/cadets within two-three weeks of operations.<\/p>\n<p>Resultantly,\u00a0539\u00a0Nigerian seafarers have been recommended for replacement in the\u00a0first quarter of 2023.<\/p>\n<p>NIMASA\u00a0under the current administration led by Dr Bashir Jamoh OFR, have\u00a0placed\u00a0 3,705\u00a0seafarersonb oard Cabotage vessels in the year\u00a02021,\u00a07,238 seafarers placed in 2022 and\u00a01013\u00a0placed in 2023 (Jan \u2013 July). Overall, a total of\u00a011,956\u00a0 Nigerian seafarers have been placed onboard\u00a0Cabotage vessels from January-2021 to July-\u00a02023.<\/p>\n<p>Registration and Documentation\u00a0 have now been digitalized as the\u00a0establishment of the e-registration platform\u00a0is\u00a0to enable the online and real-time registration of maritime\u00a0labour\u00a0 (seafarers &amp; dockworkers), maritime\u00a0labour\u00a0 employers (shipping companies, manning\/crewing agents, stevedoring companies, jetties\/terminals operators) and operators (bonded terminals, inland container deports, off dock terminals, dry ports offshore platforms) in Nigeria;<\/p>\n<p>It is worthwhile to mention that the maritime\u00a0labour\u00a0E-registration platform is a robust integrated information, verification and communication facility that provides real-time information on maritime\u00a0labour\u00a0registration processes and operations as well as enables the online registration and verification of documents, and the issuance of operational licenses timely.<\/p>\n<p>The platform is also meant to serve as a database from which statistics can be extrapolated for national planning, policy formulation, human and infrastructural development and research purposes.\u00a0NIMASA is in the process to host\u00a0the E-registration platform\u00a0on the Agency website.<\/p>\n<p>Furthermore,\u00a03,219\u00a0and\u00a03,619\u00a0s eafarers were registered in the years\u00a02021\u00a0and\u00a02022\u00a0respective ly with\u00a01176\u00a0registered in the year\u00a02023 (Jan-July). In the same vein,\u00a024\u00a0MLC, 2006 certificates were issued in the year\u00a02021,\u00a0 49\u00a0MLC, 2006 certificates issued in the year\u00a02022\u00a0and\u00a063\u00a0MLC, 2006 certificates have been issued in the year\u00a02023 (Jan-July).\u00a0Thus, a total of\u00a08,014seafarers have been registered from\u00a02021 to 2023 (Jan-July)\u00a0and\u00a0136\u00a0MLC, 2006 certificates issued after inspections within the same years.<\/p><div data-ad-id=\"32665\" style=\"text-align:center; margin-top:0px; margin-bottom:0px; margin-left:0px; margin-right:0px;float:none;\" class=\"afw afw_ad_image afw_ad afwadid-32665  \">\r\n                                                            <div style=\"font-size:10px;text-align:center;color:#cccccc;\">Advertisement<\/div>\r\n\t\t\t\t\t\t\t<a target=\"_blank\" href=\"http:\/\/www.accessbankplc.com\" rel=\"nofollow\"><img decoding=\"async\" height=\"auto\" max-width=\"100%\" src=\"https:\/\/nationalwire.com.ng\/wp-content\/uploads\/2019\/06\/Banner-1.jpg\"><\/a>\r\n                                                                        \r\n\t\t\t\t\t\t\t<\/div>\n<p>Moreover\u00a065\u00a0stevedoring companies,\u00a026\u00a0terminal\/jetty operators and\u00a01,395\u00a0dockworkers have been registered from 2021 to 2023 (Jan-July).<\/p>\n<p>NIMASA in 2008 initiated the NSDP with the sole mandate of training Nigerian youths to become seafarers and Naval Architects in fulfilling one of its cores in the area of Maritime Capacity Building.<\/p>\n<p>The\u00a0programme\u00a0was designed to train Nigerian youths up to Degree level in Marine Engineering, Nautical Sciences and Naval Architecture in some of the best Maritime Training Institutions (MTIs) abroad and to position them to compete effectively in the global Maritime Industry as a means of developing the Nigerian maritime space.<\/p>\n<p>Recall that in December, 2022 the Nigerian Maritime Administration and Safety Agency sent forth 235 Nigerians to India and Greece as Batch B of the 435 young Nigerians to be trained as Licensed Deck and Engine Officers including Naval Architects under the Agency&#8217;s Nigerian Seafarers Development\u00a0Programme\u00a0(NSDP) with an additional 200 having been previously sponsored for overseas training under Batch A.<\/p>\n<p>Speaking at the time, the NIMASA DG Dr Bashir Jamoh, noted that the Agency was working with countries who are committed to an understanding for mutual recognition of Certificate of Competency,\u00a0CoC, and that had underpinned the selection of the chosen Institutes to train the beneficiaries.<\/p>\n<p>It is also noteworthy that the Agency has succeeded in providing\u00a0seatime\u00a0for all beneficiaries of the NSDP.
