Minister of Police Affairs, Dr. Muhammad Maigari Dingyadi has pointed out that the idea of interagency collaboration is to advance and help in unifying various security agencies to achieve effective delivery of security services, to stimulate economic growth and national development.
He stated this during the two-Day workshop titled Inter-Agency Cooperation between the Nigeria Police Force and Other Securities Agencies organized by the Ministry of Police Affairs through the Police Inspectorate Department (PID) at the International Conference Centre, (Niger Hall) Abuja.
In his address read by the Director Legal Services of the Ministry, Mr. Bolarinwa Omoluabi expressed that the event was organized by the Ministry of Police Affairs as part of the Ministry’s strategic role in emplacing an actionable roadmap to sustain the gains of this administration in the security sector.
In his words, “today, we are all gathered in this hall, to re-strategize, on deepening one of the fundamental ideas of promoting peace, safety, and security in Nigeria. The need for interagency collaboration for the overall benefits of Nigeria’s security growth cannot be over-emphasized.
He said “security is an all-inclusive concept in every human society. Security and survival are the two major threats to the existence of humans. In Nigeria, security issues are handled by various security agencies of government established for the maintenance of law and order.
Dingyadi reiterated that there is the need for various security agencies to consider effective security as their primary objective, realizable through collaboration. “Despite the institutional mandates of the Military, Intelligence, and Law Enforcement agencies, the overall aim is to meet the primary objective of government, which is to ensure the security and welfare of citizens”. The Minister stressed.
He added that the workshop was organized to evoke strategies to foster robust interagency collaboration by building synergy, intelligence sharing, joint operations as well as sporting activities to enhance fitness.
A paper presented by Major General Selah Maina(RTD) titled “Resolving the issues of conflicts among security agencies in Nigeria” classified the conflicts as deliberate and non-deliberate nature of the interagency conflict which are conscious actions and inactions of personnel to accord respect or observes esprit de corps to personnel of sister agencies as well as the ignorance of personnel in the discharge of their duties.
He added that communication, sustained interagency conference, the appropriate punishment for culprits, education, legal and institutional frameworks as well as social interaction are key actions that can eliminate inter-agency conflict.
In his abstract submission, Assistant Commissioner of Police, Mr. Bassey Effiong (RTD) stated that inter-agency collaboration will promote greater efficiency in service delivery, improve the role of the definition of participating agencies, improve the quality and quantity of programme, information, and minimal political drainage from reduced funding.
In his contribution, Mr. Niyi Afolabi reiterated that collaboration or synergy is a vital mechanism for managing conflicts and containing insecurity noting that each of the security agencies has a unique capability and operational skills that can complement the other.
